500 ft notification

When any major "change" / development happens in Silverton only those within 500 ft radius of the proposed site are notified. The recent and ongoing situation with Quikrete is a prime example how this standard requirement by the city needs to be addressed and changed. Word of mouth travels fast but so does misinformation. I would like to see the city come up with a way to notify the public citywide and not just a small write up in the Appeal.

Economic Boondoggle

The potential health hazards presented by the proposed plant will be unborn children, young children and the elderly.

It is indisputable that an increase in toxic air pollution in the area is likely to have adverse impacts on unborn children including increased rates of spontaneous abortion, premature birth, lower birth weight, smaller head size, diminished intelligence, chromosomal aberration and overall infant mortality. Even a short term exposure to higher levels of air pollution can cause a permanent impairment of lung development in young children.

Medical studies have shown that an increased level of particulate air pollution, even for a short period, can be associated with increased mortality rates of adults.

The proposed air pollution monitoring does not adequately monitor the public's exposure to the intensely toxic trace elements exposed by the operations at the proposed plant. Assurances provided by the Planning Commission, the Plant representatives, and the Department of Environmental Quality (DEQ) that there will be little dust emission and that DEQ will monitor plant dust emissions (not toxic trace elements emitted by the plant), does not provide confidence that the public's health will be protected. The burden of proof of demonstrating the public's true safety should not lie with the future health of the public.

Let's not bury our heads in the sand and thank God for the economic boondoggle that is being touted... let's be smart and seek the truth.

The Commissioners who voted for this Plant were negligent in disregarding the health and safety of the public by not pursuing a professional human health study of the value of such a potentially harmful toxic operation adjacent to our children and the elderly.

I Agree! RE: 500' Notification

As somebody who lives within visual distance from this site, yet outside of the 500' notification zone, I was amazed to learn what was going on right next door without my or my neighborhoods awareness. Thank God a concerned citizen within the 500' took the time to walk over and ask us if we knew!

The noise and other very negative impacts that Quikrete would produce for all surrounding neighbors (including our middle school) seems like a no brainer....they should've used multiple avenues of getting the information out or did broader mailing. This seems like it should be a given. Though the City tries to justify the written notices only going out to those within 500' as being better then the State requirement, I feel that is a WEAK & LAME argument at best. Etire neighborhoods (90+ homes) who could toss a football into this site had NO IDEA what was being proposed there! This is a common theme regarding QUIKRETE as you walk from neighborhood to neighborhood and ask!

The fact that the last two Quikrete/City meetings were packed to overflowing with citizens in opposition (most of who had just been informed of it three-10 days earlier) should speak volumes to our officials! Soon our City Council might be feeling similar kinds of imposed apon them "change" as they are considering for us -when we vote for them a few weeks from now in our local elections! By then we will know their decision about Quikrete and whether or not they respected the majority of the citizens here who do not see this as a good fit for the future of Silverton...I for one will be casting my vote accordingly: A vote for Quikrete will not receive a vote from me.

During the hearing this was brought up somewhat and the city did say the State law is only 300ft for a notice, so they said they were 200ft higher then state. Allthough I do understand these laws are in place, they do not seem right in any caliber. If someone was starting a hot dog stand business I would not see them having to issue 500ft around. However a company the size of quickrete and the largest lot in silverton, really, they should notify the entire city.
