Quikrete withdraws application

After nearly six months, multiple appeals and a handful of protests, Quikrete has withdrawn its
application to establish a concrete packaging plant in Silverton.
While in the process of being appealed to the Land Use Board of Appeals, the Atlanta-based
company withdrew its application.
Community Development Director Steve Kay said Quikrete did not specify why, but he said he
knew that the company had been looking at other locations as well.
Quikrete had planned to locate in the former Redman Housing plant at 1204 Mill St., where it
would package dry concrete and mortar mixes.
Residents against the plant cited concerns with air quality, potential health hazards and noise.
Before applying in Silverton, Quikrete had considered a site in northeast Salem, where it
evoked a similar community response.
To combat the application in Silverton a group called Citizens United Against Quikrete was
formed. The group created a Web site devoted to the cause and staged three protests
preceding planning commission and council meetings.
"I'm happy that they withdrew their application," said Jim Squires, a member of the group. "One
reason is it saved quite a bit of money with the LUBA appeal. That's not a cheap venture."
"I believe it was a win-win for everyone. A lot of people worked hard for what they believe in.
And it sounds like Quikrete has found a more suitable location."
Ray Burstedt, president of the Strategic Economic Development Corp., the local
economic-development agency, said Quikrete is looking at another site in northern Marion
County, but he could not release any other details at this time.
Marion County Associate Planner Lisa Milliman said Quikrete submitted a land use application
in November for a site in the 19000 block of Grim Road, outside Hubbard. She said the
application has been approved.
Kay said no new land-use applications have been submitted for the former Redman Housing
site.
The Silverton Chamber of Commerce and Sedcor are working on recruiting new applicants for
the site, he said.
Silverton Chamber of Commerce Director Stacy Palmer said four or five people have
expressed interest in the site, but no one is seriously looking at the property at this point.
